E-Discussion: The Implementation of Gender Equality Plans

“The Implementation of Gender Equality Plans” is the fourth online discussion hosted by members of the GenPORT consortium on genderportal.eu. Open questions and two main points for discussion will guide participants along, spark off conversations and give new insights into expertise and knowledge on the implementation of gender equality plans on European level.

Discourses on the implementation of gender equality plans in higher education institutions vary significantly between European member states and take on different forms on national and European level. However, gender inequalities exist in all EU member states and need to be tackled through the implementation of gender equality plans. This is crucial, in order to foster women’s progression in scientific careers and establish sustainable gender mainstreaming strategies throughout all levels of the European research area.

The interconnectedness of the gender, and the diversity dimension, the topic of intersectionality, and access to empirical data on such issues is quite often a challenge for researchers and gender equality practitioners. Online tools, such as the GEAR Step-by-Step Guide provided by EIGE platforms such as GenPORT project’s genderportal.eu and structural change projects like the INTEGER project to initiate gender equality plans on the long run, increasingly aim to enhance and amplify the scope of knowledge on gender mainstreaming strategies, and foster the implementation of gender equality plans within Europe and globally. Databases, like the PRAGES database serve to bundle gender equality plans and make accessible a large repertoire of gender equality strategies.

The Center of Excellence Women and Science (CEWS) / GESIS – Leibniz Institute for the Social Sciences initiate the online discussion on “The Implementation of Gender Equality Plans” which serves as a platform to discuss approaches and innovative strategies for the implementation of gender equality plans in Europe and will give way to new perspectives on the sustainability of gender equality in higher education.

Results of the online discussion will be summarized and made available to participants, policy stakeholders, gender equality stakeholders, and research funders. The results will also feed into the GenPORT series of policy briefs on Implementing Gender Equality Plans in Research Performing Organisations.

What features and qualities do online tools and platforms for the implementation of gender equality plans need to provide? Examples of such platforms are the GEAR Step-by-Step Guide by EIGE and genderportal.eu.

How can online tools help to initiate the implementation of gender equality plans? What are their limitations?

How can learning effects in terms of gender mainstreaming, gender knowledge, and gender expertise be increased for gender equality stakeholders through online tools and platforms?

Part 2: Monitoring, assessing results, and ensuring the sustainability of gender equality plans: What makes a sustainable gender equality plan?

How can gender equality plans best be implemented, in order to increase their sustainability? For example, this can be done through the inclusion of individuals with institutional power in processes of decision-making, as well as gender-balance in decision-making bodies, the monitoring of recruitment and promotion policies, or through the promotion of women’s visibility in leadership positions.

What role does gender expertise play in the sustainability of gender equality plans? How can gender expertise become an integral part of gender equality plans?
