Framework of Favourable Conditions for Gender Budgeting

This article is an early iteration ot a Framework for institutional conditions that can support/are pre-requisites for the adoption and implementation of gender budgeting. Initially devised in the context of government budgets and institutions, it can also be applied practically as an assessment exercise/diagnostic of what structures, actions, tasks are necessary within an institution - such as a university - to operationalise gender budgeting.
