European Research Area (ERA) priority 4 focuses on gender equality and gender mainstreaming in research and innovation. The objective is to foster scientific excellence and a breadth of research approaches by fully utilising gender diversity and equality and avoiding an indefensible waste of talent. Within their national action plans (NAPs) countries are asked to develop policies which address gender imbalances particularly at senior levels as well as in decision making and which strengthen the gender dimension in research. The aim of this report is to benchmark the implementation of priority 4 in national action plans.

The analysis of NAP documents reveals that different countries take different approaches to NAPs and that the level of implementation of gender equality policies also differs from country to country. This report was followed by the report on Monitoring of ERA priority 4 implementation.

Within their National Action Plans (NAPs), European UnionMember States and Associated Countries are asked to develop policies which address gender imbalances particularly at senior levelsandin decision making and which strengthen the gender dimension in research.

The report builds on the results of the first report on NAP implementation and pursues a threefold aim:

  1. to provide a set of indicators for monitoring NAP implementation,
  2. to assess NAP implementation based on these indicators, and
  3. to formulate recommendations for the next period of ERA implementation.

The report, prepared within the framework of H2020 GENDERACTION project, explores the possible intersections between gender and open science/open innovation, and should be considered as a starting point for stakeholders to reflect on how the two ERA priorities may create reinforcing synergies. Yet, it is rarely addressed in EU and Member State (MS) policies and strategies for international cooperation in STI. The objective of this methodological framework is to provide guidelines on incorporating the gender perspective in international cooperation in STI.
